GEOMORPHIC ASSESSMENT AND STREAM RESTORATION DESIGN

In response to increasing demand for water in the Dallas Fort Worth area, the North Texas Municipal Water District decided to create a new reservoir; the first new reservoir to be constructed in Texas in 30 years. As a condition of the permit, the Federal Government required the District to offset for impacts associated with the reservoir. The District agreed to restore almost 100 km of stream channel. The District hired a mitigation banker to provide the offsetting. When the mitigation banker got a price quote of $80M for the stream construction, they retained 5SSR. By switching from a Priority II to a Priority I approach to design and adopting a design-build project delivery mechanism, 5SSR was able to lower construction costs by more than $60M. Although the permit specified 20 years of post-construction monitoring, the 5SSR design proved to be very effective at meeting performance targets. The regulators released all credits after only 3 years of post-construction monitoring.
