EXPERT WITNESS / ADVICE

Farewell Creek Relocation, City of Oshawa, ON

The City chose to use a design-build project delivery mechanism for this stream relocation project in order to reduce the risk to the City (5SSR photo).

Having had limited success with a traditional Design-Bid-Build process on previous stream restoration projects, the City of Oshawa decided to try a Design-Build process for the realignment of Farewell Creek.  Because of their extensive experience with design-build gained in the US, 5SSR was retained by the City of Oshawa to guide them through the process.  5SSR developed a comprehensive evaluation matrix to help the City determine the preferred approach to protecting properties at risk because of a failing gabion wall.  The City decided that rather than harden the streambank again, they wanted to realign the Creek and move it away from the private property.  5SSR then wrote the RFP, evaluated the proposals, and recommended the design-build team to the City. 5SSR is currently helping the City by providing advice during construction phase of the project.
